Monroe County is one of Ohio's smallest and most rural counties by population, with the quiet village of Woodsfield as its county seat. Nestled in the hilly Appalachian terrain of southeastern Ohio along the Ohio River border, Monroe County has deep roots in coal mining, oil and gas production, and farming. The county is known for its spectacular ridge-and-valley scenery and excellent deer hunting. Shale energy development in the Utica and Marcellus formations has provided some economic activity in recent years. The county has very limited commercial development but strong community ties and a rural character that many residents cherish.
